From looking at the code in Kontact, it uses KSettings::Dialog and doesn't do
the layout itself, so this is a kdelibs bug.
Maybe Sebastian Kügler knows more? He recently fixed a very similar thing in
KPageDialog, which is a parent class of KSettings::Dialog.
