If the bug is fixed in KDE 4, and if KDE3 is scheduled for retirement, then
this is not an issue and a waste of developer's resources. If the KDE 3 branch
is to be further developed, then in my opinion this should be fixed.

We'd then just have to reopen bug 154538, which is a dupe of my second point.
Bug 154584 takes care of my first point, and you mention that the third point,
while confirmed in KDE 3, is fixed in KDE 4.
