If I understand this correctly, all you need is to create reply-templates,
which is already possible.
Go to Settings->Configure KMail->Composer->Custom Templates and add a new
template with the "Reply" as template type.
Then, you can right click a message and chose Reply->Reply with custom template.
If I misunderstood you, please reopen the report.
