So your KMail version is 1.9.50 (you can find it in Help->About KMail)?
I just tried it, and it works fine for me. I created an account, checked my
mail and then exited KMail. The wallet password was only asked once, after I
clicked OK in the config dialog.
Please provide exact steps how to reproduce the problem, starting with a clean
config file (remove your kmailrc file, but make a backup somewhere).
