At the moment the encoding rule for the name of attachments with non-english
characters can only be selected application wide (outlook compliant vs.
standard).
It would be nicer, if you could select this from the composer on a per mail
basis (similar to plain-text or html email).
Maybe it is even possible to add a special field to the addressbook component
like "this recipient uses outlook/standard compliant email reader".
