If we select the Navigator toolbar to be shown, an empty toolbar is displayed
(only its handle is visible). When reviewing toolbar configurations, we can see
that there's one item on this toolbar, the action list navigator_actionlist.
However, this action list appears to be empty, as no button is shown.
