That's not quite true. 16 kB is the size of an empty folder:
~/Mail $ du -s *
16 drafts
16 inbox
16 outbox
16 sent-mail
16 templates
16 trash
The size of the phantom mail is
outbox: 13.7 kB
sent mail: 132.1 kB
trash: empty ("-")
drafts: 12,0 kB
templates: 12,0 kB
