KMail has update scripts which take care of upgrading the config (minus some
bugs like dictionary settings).
Sometimes these upgrade scripts are not run correctly though, see bug 165320.
As for opensuse, they change the KDE home directory from .kde to .kde4, that is
why no config is migrated there. That is an opensuse problem however, and you
should report a bug against them.
For import/export of mails from KMail, there's another wish somewhere, I can't
find it right now.
