Are you sure this only affects Kontact and not any other application?
Please check if this option is enabled:
KDE Configuration Center -> Appearance & Themes -> Style -> Enable tooltips
KDE Configuratiecentrum -> Uiterlijk & thema's -> Stijl -> Hulpballonnen
