I had this problem too and found a workaround that works fine for me. Open the
Control center -> Network -> Connection options and set the "Server response"
timeout from 600 to something like 20 seconds.

Now, resuming the notebook in a different network makes the IMAP and POP3
connections timeout and reestablish properly. Didn't have to restart KMail ever
since to work around the "inbox not updated" bug.
