Just because you can't reproduce the bug doesn't mean the reporter can't. I was able to discover a more precise set of circumstances under which this bug appears: 1. Launch Kontact. I have KMail set to be the default application shown on startup. 2. Visit the Message->Forward menu. All the commands in the submenu seem to be there. 3. Switch to another application in Kontact, such as KNode. 4. Switch back to KMail. 3. Visit the Message->Forward menu. Now all the commands in the submenu are missing except for "With Custom Template". So clearly this bug is linked to KMail's behaviour *within* Kontact.
