Configure Kleo dialog on WinCE

For loading pgp certificates from a public server I would like to configure
possible directory servers. Therefore kleopatra points me to the
Settings->Configure Kleopatra menu. On Windows CE this dialog is nearly empty
and only shows some buttons on the bottom. See screenshot for details
