That's with kmail 4.7.2, and in .config/akonadi/agent_config_akonadi_maildispatcher_agent, Online is already set to True and on/off toggling of the MDA in akonadiconsole does nothing. My kmail configuration is a disaster; I migrated from kmail to kmail2, and when that wasn't working right I made the mistake of deleting the "Local Folders" account, not knowing its purpose (it doesn't look like an account).
