It is about a version of KMail which uses Nepomuk and is unmaintained. I tried setting a tag to a contact in KAddressBook from KDEPIM from master and it works as expected. Thus closing. If you still see this with KDEPIM 4.14 or even 15.08 if you can get it already, please reopen and describe the exact steps to reproduce.
