Currently they are global only, but this may change in the future. DDNS hasn't been a focus of the first few releases but we will be putting more emphasis on it soon. Understanding what functionality users are looking for is important to us, so I would encourage you to open a feature request ticket via our http://kea.isc.org/wiki. If you haven't already, you'll need to register to create a new ticket.
