We have receintly split a default kea.conf configuration file to 4 files: kea-dhcp4.conf, kea-dhcp6.conf etc. for respective Kea services. That impacted the keactrl.conf which now has to hold locations of these 4 files, instead of just one. If you used old version of keactrl.conf it was pointing to an old file and not to the new ones, which in turn confused keactrl.
