Control Agent is a separate application that has to be started separately, e.g.

./kea-ctrl-agent -c etc/kea/kea4.conf

or using keactrl.

Starting DHCPv4 server doesn't automatically start the control agent. If I 
understand you correctly, you're only starting kea-dhcp4 server.
