DHCPv4?  Why would there be a DUID in DHCPv4?  I would do a packet capture of 
the client traffic and see if there is indeed a DUID field in it somewhere and 
if it is indeed empty... that would be a broken client I would think.

We've upgraded KEA from 1.8 to 2.0.2 yesterday.
About 8 hours after the upgrade we started seeing a spike in errors:

DHCP4_PACKET_PROCESS_STD_EXCEPTION exception occurred during packet processing:
Empty DUIDs are not allowed

This may be totally unrelated, and something has changed on the client side, but
was wondering if anyone else has seen this happen.

See RFC4361. This code was added recently to kea. But without re-looking at the I suspect you are correct that it is a bad client.
