Hello,

i get some strange results when starting kea-dhcp6 on boot of Fedora 36.

I see logs:

DHCPSRV_OPEN_SOCKET_FAIL failed to open socket: Failed to open multicast socket 
on interface ..., reason: Failed to
open link-local socket on interface ...: Failed to bind socket 19 to 
fe80::...:aaaa/port=547: Cannot assign requested address

And kea is not listening on these interfaces. when manually restarting kea, 
everything is working. It seems like the interfaces are not ready on boot when 
starting kea. But I inspected the systemd units and the kea one is comparable 
to dhcpd6 system unit. Both are waiting for network-online.target.

Do you have some suggestions on what is going on and which component is causing 
the problem? NetworkManager, systemd or kea?
