So the EoL ISC DHCP server has that same ability, but that seems like
it's simply turning off a safety-check in order to achieve what should
otherwise not be an issue (IMHO).

Indeed.

So I guess ultimately, the answer is that the Kea DHCP server suffers
from the same use-case issues.  :-(
