Expanded the pool to include 10.16.0.4 and restarted kea-dhcp4. The only stork related log entries are those mentioned previously.
It feels like stork is not talking to kea at all but it appears to be getting data about the original subnets and I can use stork to add a host reservation (and delete it) from the kea MariaDB database.
