In the before times, when HA was typically deployed using communication through
the Control Agent, the 'url' specified in the HA section of the DHCP4 and DHCP6
configs for any given peer could be the same, because that peer was only
running one instance of the Control Agent.
In the new world, with HA+MT in place, each DHCP server needs a separate port
(or the same port but on a different address) in order to avoid conflicts. In
spite of this, the ARM suggests using port 8001 (to avoid the default of 8000
for the Control Agent), but doesn't address the situation where both DHCP4 and
DHCP6 are running on each peer in the HA+MT configuration.
I'm not sure whether it's better to suggest that the V4 and V6 server 'url'
parameters contain distinct ports, or contain distinct addresses... but one of
those is necessary to avoid conflicts.
