I had trouble processing your text email as well (skipping the tcpdump
entirely) but if there is no relay available (local DHCPv6 server),
then your laptop should be contacting: [ff02::1:2]%eth1:547 on the
server as per RFC 8415.  DHCPv6 uses multicast.
