This file is created by the lease file cleanup process (LFC).

Yesterday there were no leases in the kea-leases4.csv file (only
headers), this morning there are a handful, and their expiry times are
for tomorrow - which would be correct if they just renewed or acquired
them. Their corresponding lease entries in kea-leases4.csv.2 are
expired as of this morning, except one that expires in about three
hours. Mac addresses and all other info is consistent across files
(aside from expiry epoch).
On a related note: I've no idea how the 2^nd file even gets created.
While testing, before rolling out to production, I'd noticed this and
deleted the "csv.2" versions, but they always come back.
