Hi, Unless you changed lfc-interval (see here: https://kea.readthedocs.io/en/kea-3.0.1/arm/dhcp4-srv.html#why-is-lease-file-cleanup-necessary), it should only be running once per hour. I don't think you can change the logging verbosity. Are you getting more than one set of these messages per hourly email?
