ISC is a non-profit with a mission goal of improving Internet infrastructure software for everyone. Mailing lists create a long-term archive in the public view, and can thus benefit everyone, now and in the future. Chat platforms tend to be ephemeral and/or kept in walled gardens, which limits their ability to help the community beyond the moment. I suspect that informs ISC's choices (although I have no particular knowledge thereof).
If you're aware of something which doesn't suffer in those aspects, maybe you could suggest something?
