Do you have the same problem if you use slashes instead of backslashes? This "d:/java/maven-repo" should work...

Maybe it's a java/winXP problem. If I specify my repo as d:\java\maven-repo\ it tries to create %home%\d:\java\maven-repo. This really sucks guys...but I'm going to be getting a new system soon and this dinosaur will finally become what it needs to be (a linux box) and everything will be peachy keen!
