Absolutely it is. In fact, with some of the new stuff I think we're up
to plugin 1.3.

You can always figure out what properties are allowed in keel.properties
by looking in each module's conf/server/keel-map.properties.
Keel-map.properties basically relates a property and an XPath mapping
that is to be found in system.xconf. The value you supply in
keel.properties is used to "edit" system.xconf, allowing you to
configure at runtime.
