This guideline concerns the Call for Proposals launched in order to select 
action to contribute to the
achievement of Objective 2 of the EIDHR Strategy Paper "Strengthening the role 
of civil society in
promoting human rights and democratic reform, in supporting the peaceful 
conciliation of group interests
and in consolidating political participation and representation".

Within this general aim, the priority issues for the this year's local call in 
Indonesia are the following:
1. Actions contributing to the strengthening of democratic institutions and 
instruments of democracy. This
could include efforts to strengthen public participation in the formulation of 
public policy and
monitoring of the implementation of the functions of democratic institutions at 
national and local levels,
human rights mainstreaming in policy-making process and law making, development 
of human rights
standard setting and support to mechanism for strategic dialogues with civil 
society.

2. Actions contributing to the improvement of documentation of human rights 
violations and the process
of accountability of human rights abuses. This could include support to the 
development of the truth and
reconciliation mechanism, support to establish and strengthen human rights 
courts at national and local
levels and support to the establishment of civil society forum/network on past 
human rights abuses.

Particular attention will be paid to ensure broad-based participation, with 
explicit mainstreaming and
monitoring of women's and children's rights, rights of person with 
disabilities, and rights of persons
belonging to ethnic, religious and sexual minorities, and indigenous peoples. 
Actions targeting Aceh or
Papua are encouraged.

The expected results
In line with the overall strategy for EIDHR objective 2, a wide range of 
results could fall within this call. It
will, however, be important that applicants clearly outline which tangible 
results/outcomes, the proposed
action seeks to contribute to. This could include outcomes such as:
· Parliamentary agreement, after concerted campaign by civil society 
organisations, to legislate on
specific issues.
· Regular reports by consortia of civil society bodies on implementation of 
specific policies or
compliance with international human rights conventions.
· Independent diagnosis of challenges to human rights, endorsed by leading 
civil society stakeholders.
· Broad consensus among groups with opposing interest on direction for 
legislation on contested issues.

Actions may take the form of:
· awareness raising campaigns for promoting democracy and human rights, for 
example: through
conferences, seminars, workshops, focus group discussions, media programmes, 
etc, as a part of a
wider range of activities;
· training and educational activities;
· study and research activities as part of a wider range of activities.

The overall indicative amount made available under this call for proposals is 
EUR 873,000. The Contracting
Authority reserves the right not to award all available funds.


Size of grants
Any grant awarded under this Call for Proposals must fall between the following 
minimum and maximum
amounts:
· minimum amount: EUR 50,000
· maximum amount: EUR 100,000

Duration
The initial planned duration of an action may not be lower than 12 months nor 
exceed 18 months.
