The graph layout mechanism has a Configure Layout menu choice in Vergil.
Perhaps Kepler should have this as well.
The primary issue is that the Configure Layout dialog allows the user
to choose to layout attributes such as annotations.
The code is in ptolemy/vergil/basic/BasicGraphFrame.java
Bug #5442 fixed View -> Automatic Layout, but this is different, we also
want View -> Configure Layout.
