I've been bloody slow on this one.
1: So, yes it's open source, so far same licence as 1.x.
2: No debugger is shipped with LuaEclipse 2, as I'm writing.
3: LuaEclipse 2 is based upon DLTK 2.0, so you can use this system to plug a 
debugger. We can ever work together if you are interested in doing something 
generic enough.
