Pass the /MW switch to LuaRocks' INSTALL.BAT and it should install a LuaRocks with mingw support. But notice that right now it is compiling packages using the old MSVCRT.DLL, not the version that LuaBinaries (and Lua for Windows) uses, so if you are using LuaBinaries/LfW some packages compiled with mingw may not work 100%...
