Derik Sorry for my last answer. In fact if I change Regional settings for English(US) and after change keyboard to Portuguese all things work well and I can start to use kepler 2.2 in my experiments.

We will try to get this fixed. In the meantime one temporary solution is to set your Windows Vista "Regional and Language Options" to English (United States) before starting Kepler.
