According to the manual for hosts(5), this is the correct
format any way. Having it any other way, is a bug (in the
installer or the admin doing it...)

       This file  is a simple  text file that associates  IP addresses
       with hostnames, one line per IP address. For each host a single
       line should be present with the follow� ing information:

              IP_address canonical_hostname aliases
