Something similar is being done in SKER4785 where the offset parameter 
can be configured on a per command basis.
The parameter "results-to-return" must also be done like this otherwise 
we do not know to which command it is applicable to. Where it is defined 
we know we can use it.

I think this can be largely tackled just within AbstractSearchCommand, 
but SKER2149 really needs to be implemented first as it will completely 
up heave much of the ground work here, so hold out for now.
Expect a specification and design document for SKER2149 soon.
 (it has become a more and more requested, or blocking, issue recently).

Indeed this is planned, and was kept in the forefront of much of the 
development of the user api and service.
The user has a list of properties, simplest approach, and these 
properties can be used in preference to hard search configurations. In 
fact these properties can be thought of as permanent url parameters.
