Yes, please just skip the tests if a clean checkout doesn't run them 
successfully.

Indeed our testing framework is not perfect and works mainly on *nix 
against the default "development" profile. We are working on it, and also 
looking at how to improve the testing framework at large 
  ( see http://sesat.no/scarab/issues/id/SKER2163 ). 

We do have developers using windows and mac so apart from the tests these 
platforms should not be an issue.
