I've repeated the steps in the tutorial with a clean 2.18 checkout and
it worked ok for me :-$ sorry. I'll ask around and see if anyone else
can better help you...

You can work around this problem by manually extracting the tar file as
mentioned in the "Troubleshooting" paragraph. (I've updated the tar
file).

views.xml, configuration.properties, and how the design templates are
put together.

We are trying to build up the apidocs the best we can!
Being a newly opened project i'm afraid we are "fresh" on documentation,
but we'd be very happy to answer questions you have! Of course this in
turn would help us know what documentation is most valuable to write :-)

As 2.18 is under some heavy development right now as we are expecting to
stabilise it over the next week or two.
