With a manual test this seems to be using the correct key server: hkp://keyserver.ubuntu.com:80
But I can't figure out why this is just failing on these 4 instances; a1.medium, c6g.8xlarge, i3en.24xlarge, t2.small but pass with others in the AWS cloud for the moment.
