r8169 not working

Bug description:
Whenever I reboot my computer, I am unable to connect to my network
via ethernet. After running journalctl -xe I found the culprit to be
the r8169 driver.
== Steps to reproduce: ==
- Reboot computer
- Try to connect to network
My linux-modules package is linux-modules-5.11.0-7620-generic
The kernel logs give me this error:
> r8169 0000:04:00.0 enp4s0: rtl_rxtx_empty_cond == 0 (loop: 42, delay: 100)

Here is the information about my network adapter from the output of lspci:

- I am not running vanilla ubuntu, but Pop!_OS 21.04. I was referred here
after attempting to report this on this github issue:
https://github.com/pop-os/linux/issues/56
- My motherboard is a Gigabyte B450M DS3H with a Ryzen 2600
- The only way I have found to solve this is to use the r8168-dkms
package and blacklist r8169 or rebooting into my Windows partition and
then reboot back into Pop!_OS (however when restarting and trying to
go back into Pop!_OS, r8169 throws that error again)
