Raptor Lake Thermald ITMT version 2 support

Bug description:
Raptor Lake system uses ITMT v2 instead of V1 for thermal configuration via
GDDV.
This was observed on Dell XPS 9320 system.
Because thermald can't parse V2 table, it is not getting correct thermal
threshold temperature and power limits.
This is fixed in upstream thermald by the patch:

This fix is part of Thermald 2.5.2 release.
This request is to backport this for Ubuntu thermald releases.
