amdgpu reset during firefox video

Bug description:
My screen suddenly froze when watching a hardware-accelerated YouTube
video in Firefox. The sound continued to play until my next step. I
switched to TT1 to find out that the GPU reset in dmesg. I am happy
that it didn't crash my whole machine like my computer with an older
GPU, but the GPU shouldn't be crashing. I tried to do `kwin_wayland
--replace`, but in addition to losing all my windows as that feature
is missing in kwin, my second (right-side) monitor showed a trail of
cursors (software cursors enabled) and was flickering when I opened a
Konsole window unlike my left monitor. When I did `killall5`, the
flickering stopped and I was back at lightdm. When I logged back in,
my taskbar that I have on my right monitor was moved to my left one
and I had to drag it back.
