* No huge impact, just a file that grows indefinitely for no reason
and causes needless confusion to those who need to prepare and review
the kernel
[Fix]
* Remove ">>" in favor of ">" for file re-direct
[Test Plan]
* Begin preparing a new kernel and ensure that
debian.ibm-6.8/rules.d/hook.mk is unmodified
[Where Problems Could Occur]
* Very low regression potential
