at46, could you please confirm this issue exists with the latest
development release of Ubuntu? ISO images are available from
http://cdimage.ubuntu.com/daily-live/current/ . If the issue remains,
could you please run the following command in the development release
from a Terminal (Applications->Accessories->Terminal), as it will
automatically gather and attach updated debug information to this
report:

apport-collect -p linux <replace-with-bug-number>

Also, could you please test the latest upstream kernel available following 
https://wiki.ubuntu.com/KernelMainlineBuilds ? It will allow additional 
upstream developers to examine the issue. Please do not test the daily folder, 
but the one all the way at the bottom. Once you've tested the upstream kernel, 
please comment on which kernel version specifically you tested. If this bug is 
fixed in the mainline kernel, please add the following tags:
kernel-fixed-upstream
kernel-fixed-upstream-VERSION-NUMBER

where VERSION-NUMBER is the version number of the kernel you tested. For 
example:
kernel-fixed-upstream-v3.11-rc5

Title:
  very long boot time after power off

Status in “linux” package in Ubuntu:
  Incomplete

Bug description:
  After installing ubuntu 10.04 the system runs very fine and restarting 
worked. But after a shutdown the system won't boot and I get a busybox with the 
message root-device uuid ... not found. After a reboot all were fine again. But 
after every shutdown the error is back.
  So I set in grub.cfg GRUB_DISABLE_LINUX_UUID=true. After that I won't get the 
root-device not found error but booting the system after a power off took more 
than 5 minutes. After a restart the system is ready to use in less than 1 
minute.
  I tried some boot options like acpi=off and all_gerneric_ide without any 
success.
  There are some errors while starting the system after a power off that don't 
appear after a restart:

  The bug was there directly after installing ubuntu 10.04.3 and is
