The same problem occurs for me with the latest v.3.11-07 kernel. Signal strength is very low and with some encodings (WPA2?) does not work at all (connection dropped after some seconds). I have spent days trying to fix this bug without luck. Proprietary drivers for rt3290 from Realtek do not compile in the 3.11 kernel and caused kernel panic frequently in 3.9, why I upgraded to saucy. I see no other solution than to change computers or replace the wifi card, for now.
