By chance do you happen to have an nvidia card in that machine? I've been meaning to rip it out of my desktop and try again, but I haven't found the time. I am using a sata drive, and after setting min_power to /sys/class/scsi_host/*/link_power_management_policy still does not get me into any states lower than pc03.
