Ubuntu-Touch closing apps/screens on reboot

Bug description:
When I turn my Ubuntu phone off, on restart all of my previously open
screens/apps are now closed. This is a bit annoying as I need to open
everything up again. In Android, if you turn off your phone and then
start it up again, all the apps, pages and such like, that you had
open before the shut-down/reboot are all still visible on start-up. I
really think it is something that new users coming to Ubuntu Touch
will be expecting as standard.
