I'm having this same issue on a Dell 7537 running Ubuntu 16.10 (kernel 4.8).
The flickering that occurs is a rapid change in the brightness of the screen, in a random, persistently manner (it never stops). Not so often the screen goes all white and quickly returns to normal.
