Thanks for your advise, I seems resolved my problem by upgraded the kernel 
version to V4.9-RC2.
We are testing on 2 of system about 4 days,The issue is gone. Thanks all for 
help me!

Bug description:
  When reset the USB 3.0 Device, Will intermittent happen all Usb port 
non-function, Must reboot will back to normal.
  But if try reset USB 3.0 device again, issue will be happen again.
