Update:

I noticed that after the system hangs (e.g. plugging in a HDMI device
while on battery), upon subsequent restarts the system fails to resume
on battery, no matter what kernel I load.

Once I fully shutdown and cold start, resume starts to work.
As if it has to do with some internal state loaded on warm boot?
