You have been subscribed to a public bug: The webcam in Linux has a system that compensates the blinking of lighting under alternate current. Which cannot be perceived by the human eye, but when recorded it flickers the image.
The problem is that depending on the country you are the current blinks either at 50 or 60 Hz. Linux has its frequency set to 60 Hz by default, but using that one in a 50 Hz country renders the system noneffective, getting likely the same flickering as there was no compensatory system in place.
